APPG inquiry into adult education and lifelong learning

The All-Party Parliamentary Group (APPG) inquiry into adult education examined how the system can better support economic growth, social inclusion, and community wellbeing. The inquiry comes at a critical time, as the UK faces significant workforce transitions driven by technological change, demographic shifts and the need to build a more sustainable and resilient economy.

In our response, EAUC highlights the central role of adult education in supporting these transitions, particularly in relation to sustainability. We emphasise that current provision is not yet operating at the scale or flexibility required to meet growing demand for green skills and broader sustainability competencies. The response draws on evidence from across the tertiary education sector to show that while there are strong examples of innovative, place-based provision, these are often constrained by fragmented funding and a lack of long-term policy alignment.

We call for a more coordinated and future-focused approach, with increased investment in flexible lifelong learning pathways, stronger employer engagement, and better integration of sustainability across all areas of provision. Adult education must be recognised as a key part of the UK’s response to economic, environmental and social challenges, supporting a fair and inclusive transition for learners, communities and the workforce.
